The 2020 Population Census (SP2020) is the seventh population census in Indonesia. The fundamental difference from previous censuses is the use of population administration data from the Directorate General of Population and Civil Registration (Ditjen Dukcapil) as the basic data for the implementation of SP2020. The use of this data is known as the combination method. This SP2020 will be a major history of unification of population administration data through census activities.
The results of SP2020 do not automatically update registration data in the local civil registry. This is because the protection of personal data resulting from the census is the responsibility of the census officers to the Central Statistics Agency (BPS) as the administering agency. The results of the SP2020 need to be reprocessed so that they can be used as feedback data for the Directorate General of Dukcapil. Therefore, the main objective of SP2020 is to provide data on the number, composition, distribution, and characteristics of the Indonesian population towards "ONE INDONESIAN POPULATION DATA".
A population census is a comprehensive collection of population data and characteristics in an area over a certain period of time. Previously, the population census in Indonesia was carried out using the traditional method, namely PCL visiting from house to house to collect data on each individual identified as a resident. Meanwhile, SP2020 uses a combination method, which utilizes available population registration data as basic data.
The data collection process in SP2020 is carried out in several ways. First, the Online Population Census with CAWI, where each resident fills in his own data or his family members through the website sensus.bps.go.id without any face-to-face interview process with PCL. Second, the method of enumeration with CAPI, which is to conduct face-to-face interviews with PCL and input directly into the electronic media that has been prepared. Third, the method of enumeration with PAPI, namely conducting face-to-face interviews with PCL and filling in answers to the prepared paper questionnaires.
The field enumeration was carried out after the population list inspection and field verification activities. At the field enumeration stage, PCL conducted interviews with residents who did not conduct the Online Population Census and new residents who were not listed in the SP2020-DP document using the SP2020-C1 questionnaire.
Field enumeration using Computer Assisted Personal Interviewing (CAPI) and Paper and Pencil Interviewing (PAPI). There are differences in the mechanism of field enumeration in the PAPI area and the CAPI area.
Population Field Enumeration in PAPI Area
The population enumeration in the PAPI area used a printed questionnaire, which consisted of the SP2020-DP document and the SP2020-C1 questionnaire. One SP2020-C1 questionnaire was used to interview one family with a maximum of six family members. If a family consists of more than six members, it can use additional SP2020-C1 sets to be inserted into the main list. The steps before conducting resident interviews are as follows:
1. PCL identifies residents who have not conducted the Online Population Census and new residents who have not been registered in the SP2020-DP document, namely the contents of Block IV in the SP2020-DP document:
a. The code “8” in Column (9) and code “1” in Column (10) are crossed; or
b. The code “4” in column (10) is crossed.
2. PCL prepares the SP2020-C1 questionnaire to be used for interviews, one list is used for one family; and
3. PCL visits the residence of residents who have not conducted the Online Population Census to be interviewed, if one of the family members does not conduct the Online Population Census, the family will still be visited.
Field Enumeration in CAPI Area
The field enumeration in the CAPI area used the SP2020-CAPI application, which is a combination of the SP2020-DP document and the SP2020-C1 questionnaire. The SP2020- CAPI application must be installed on the PCL device. The steps before conducting resident interviews are as follows:
1. The SP2020-CAPI application will identify residents who did not conduct the Online Population Census and display the information for interview; and
2. PCL visits the residences of residents who have not conducted the Online Population Census to be interviewed. if one of the family members does not do the Online Population Census, the family will still be visited.
For the Jeneponto district area, the PAPI enumeration mechanism is used. The SP2020 implementation in Jeneponto district will be held on 1-30 September 2020
